So I have a conference to meet with my last employer to settle a wage claim (they didnt pay me for the last two months), but what if my employer doesnt show up or doesnt co-operate? will the state labor department pay me what im owed then pursue the employer for money or when will i get my money?
I am surprised that you have not contacted a labor lawyer for claims of interested, penalties (one the state confirms your wages are due), punative (to keep them from doing this again to others), and anything else the lawyer can think of to charge against them.

Your employer either shows justifiable cause why you should not be paid for the time that you worked, or pays you. It's pretty clear-cut.
No the state won't pay you, but they'll try to get your employer to pay you.
