I am starting a part-time consulting business. I can open a free 2nd personal account. Will that work or do I have to get a business account?

You should have a separate business account, even if you don't think revenues are going to be greater than 12K per year. Check your state tax code etc., but in WA, you don't have to report revenue up to 12K per year. Evenso, you will want to deduct any and all expenditures associated with the business-paper, supplies, entertainment etc. The best and cleanest way to do this is by having a separate account. That way, if you are successful beyond your wildest dreams, you have back-up records to justify the expenses. Further, depending on the type of business, you can start an S-corporation or an LLC for a modest amount of money. That means you are protected against personal liability. A business account is the way to go. Any business should always have their own set of books, bank accounts etc.
Clients may also want to pay you by check and make the check out to the business.
If the IRS ever wants to audit your business you would not want them going through all your personal accounts.
