I recently had a virus removed from my computer. So I think that might be part of the problem.
This is my own PC by the way.
When I try accessing internet explorer's internet options I get this message
"This operation has been cancelled due to restrictions in effect on this computer. Please contact Your system administrator"
Then when I close IE I get this message
"Error loading C:\WINDOWS\system32\inetcpl.cpl
The operating system cannot run %1"
I tried fixing this my self by doing what this site said

But when I got to Part 7
"7. Under Internet Explorer, double-click Restrictions."
I clicked restrictions but nothing was in the folder.
If anyone could shine a Little light on the subject that would be great.

System restore often does not remove the virus. Reformat the system and then protect it with AVG or other anti virus program..
