I'm on the other end of the river, in Mississippi. A large chunk of several counties is purposefully flooded every year down here. You should really come down for a visit (in the spring, of course, to get the full effect). What you're asking is an impossibly large undertaking. The Corps does do some canalization and other things, but this river is bigger than anything man can control. We do have levees that keep a lot of areas dry, but they're very tall and situated some distance away from the main channel, often miles.
It wouldn't help Fargo, ND- even if it worked (& dredging on THAT big a scale -wouldn't). The River that runs through Fargo is NOT a part of the Mississippi, anyway… -It's a part of the Red River System, that runs NORTH- into Canada (one of the very FEW rivers that run North- in this Country). The REAL Problem IS, is that people INSIST on living right up against Our Rivers… And SOONER or LATER- almost ALL Rivers- Flood !!! It's just a part of "Nature's Way"- that we humans refuse to accept… -like aLOT of things…
